Municipal Mayor

Mandate:
a. Exercise general supervision and control over all programs, projects and activities of the municipal government.
b. Enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate powers provide for under Section 22 of the Local Government Code implement all approved policies, programs, projects, services and activities of the municipality.
c. Initiate and maximize the generation of resources and revenues, and apply the same the implementation of the development plans, program objective and priorities as provided for under Secton 18 of the Local Government Code, particularly those resources and revenues programmed for agro-industrial development and countrywide growth and progress.
d. Ensure the delivery of basic services and the provision of adequate facilities as provided for under Section 17 of the Local Government Code. e. Exercise such other powers and performs such other duties and functions as may be prescribed by law or ordinances.

Be the backbone of the Local Government Unit of Agoo in promoting the holistic welfare ot its constituents.

To ensure the full and smooth implementation of all the plans, projects, policies and activities of the LGU in providing and exceptional constituent service to each and every citizen of Agoo.

ANTONIO A. ESLAO
Municipal Vice Mayor

Mandate:
The Sangguniang Bayan of Agoo as a Legislative body shall enact ordinance, approved resolutions and appropriate funds for the general welfare of the municipality and its inhabitants.

Vision:
A local legislative body working to have its share in achieving effective and efficient local governance for a more progressive Agoo.

Mission:
The Sangguniang Bayan aims to provide quality legislation which are responsive to the needs of the town and its people through the enactment if relevant ordinances and resolutions.

ENGR. CHERISH M. RILLERA-CARASI, EnP.
Municipal Planning and Development Coordinator

Mandate:
The Planning and Development Coordinator shall take charge of the Municipal Planning and Development Office and shall
a. Formulate Integrated economic, social physical and other development plans and policies for consideration of the Local Government Development Council (LDC);
b. Conduct continuing studies, researches and training programs necessary to evolve plans and programs for implementation;
c. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
d. Monitor and evaluate the implementation of the different development programs, projects and activities in the LGU in accordance with the approved development plan;
e. Prepare comprehensive plans and other development planning documents for the consideration of the LDC;
f. Analyze the income and expenditures patterns, and formulate the recommend fiscal plans and policies for consideration of the finance committee;
g. Promote people participation in development planning;
h. Exercise supervision and control over the secretariat of the LDC; and
i. Exercise such other powers and perform such other functions and duties as may be prescribed by law or ordinance;

ANNA RICHELDA B. BALDERAS
Municipal Accountant

Mandate:
The Municipal Accountant shall take charge of both accounting and internal audit services of the Local Government Unit of Agoo and shall:
a. Install and maintain as effective audit system to the municipal government in adherence to generally accepted government accounting and auditing procedures to determine the validity, veracity, correctness and completeness of requirements of the financial transactions.
b. Record classify and summarize all financial transactions of the Municipal Government and its forty-nine (49) barangays and come up with accurate and reliable financial statements.
c. Formulate and implement administrative policies and procedures in accordance with established norms, standards and practices relative to personal development as a mechanism for enhancement of individual performance.

Vision:
The Accounting Department shall provide timely and accurate financial information to the Local legislators and other stakeholders to guide them in their decision-making process for the benefit of the general public.

Mission:
The Accounting Office shall continuously strive to provide information and deliver accounting services with professionalism efficiency and excellence to our clients.

LORNA L. BERGADO
Municipal Budget Officer

Mandate:
a. To perform a performance budget that could generate better accomplishment with the inclusion of delivery of basic services and development projects.
b. To control the expenditures of the municipality to avoid the occurrence of overdraft.
c. To implement all local circulars and memorandum and all the other laws with regards to budget matters.

Vision:
The Budget Department shall provide accurate budget in accordance with all the Local Budget Circulars, memorandum and all other laws.

Mission:
The Budget Department shall continuously strive to exercise general supervision over the budget.

Organizational Outcome:
Accurate budget and no overdraft expenditures.

ABELARDO M. DARIANO
Municipal Assessor

Mandate:
To implement an effective real property assessment.
To achieve increase of revenue for the Municipality.

Vision:
We envision the Municipal Assessor’s Office of Agoo to be a model office of friendly and dedicated public servants, which maintain the highest degree of professionalism and deep commitment to service, in pursuance of its goal of generating more income for the municipality through increased real property assessments, while providing honest, prompt and courteous service to the people of Agoo.

Mission:
To discover. list appraise and assess all real property situated within the jurisdiction of Agoo in accordance with existing assessment rules and regulations in order to generate more income for the Municipality and to provide the taxpayers and the citizens of Agoo in general, with friendly, prompt, efficient and courteous public service at all time.

Effective conduct of appraisal ans assessment of RPUs for taxation purpose.

ELENA M. ORIBELLO
Municipal Treasurer

Mandate:
To serve as one of the financial adviser, custodian of public funds and properties, collection arm of the municipality, in charge of the disbursement of public funds in accordance with accounting and auditing rules and regulation and to keep records of all disbursements of the municipality.

Vision:
An efficient and progressive organization for fiscal administration particularly in the collection, custody and disbursement of funds, with responsible, honest, competent and approachable staff to support the local government achieve its financial goals and objectives.

Mission:
To generate revenues thru efficient thru efficient of taxes, fees and charges accruing to the local government in accordance with existing laws and ordinances, and to take custody and exercise proper management of funds of the municipality in order to sustain and maintain the financial needs of the municipality and its development as well.

Organizational Outcome:
The organization has exceeded its collection targets through enhanced collection strategies and sustained all financial needs of the municipality.

ENGR. ARIEL E. FANGONILO
Municipal Engineer

Mandate:
To act as Building Official of the Municipality.
To take charge of the Municipal Engineering Office.
To implement all infrastructure and public works project of the municipality.

Vision:
To deliver a responsive and efficient services to the public, excelling in the implementation of infrastructure projects. We are dedicated to innovation and creativity, embracing new technologies to meet the challenges of modern infrastructure programs and projects.

Mission:
To adminster, coordinate, supervise and control the construction, maintenance, improvement and repair of roads bridges and other engineering and infrastructure projects of the local government unit of Agoo, La Union.

Organizational Outcome:
To provide engineering services to the local government unit concerned including investigation and survey, engineering design. feasibility studies and projects management.

SAMUEL M. VILLANUEVA
Municipal Agriculturist

Mandate:
Tasked to certify out provision of agricultural development growth by providing production support and extension services necessary to make agriculture based enterprises profitable and to help spread the benefits of development to the poor particularly those in rural areas.

Vision:
A sustainable technology based agri-fishery responsive to healthy environment, food safety and security thus improving productivity and income of Farmers and fisherfolks.

Mission:
To alleviate poverty among farmers and fisherfolks and attain food security.

JEN MAVY C. PEÑALOSA
Municipal Health Officer

Mandate:
To administer and supervise all health activities in the community.
To assist in the promulgation of health ordinance.
Maintenance of health sanitation in private and public places.
To issue sanitary permit and health certificates to food establishment, public places and industrial establishment.
To implement the different health thrust, like comprehensive, material and child health, national tuberculosis program and leprosy control program.
Coordinate with other agencies and non-government organizations involved in the promotion of delivery of health service and
Conduct health information campaign and render health intelligence services.

Health empowerment in the hands of the people through an integrate quality care delivery system.

Mission:
To promote optimum quality health care to the people of agoo through efficient local governance in the implementation of comprehensive promotive, preventive, rehabilitation and research program by hospital and public health services in partnership with the Department of Health.

RHODA R. PANES
Municipal Social Welfare and Development Officer

Mandate:
The Municipal Social Welfare and Development Office is in the Social arm of the Municipal Government of Agoo. It is mandated to promote social services to the disadvantaged, depressed, oppressed and exploited citizenry of Agoo.

Vision:
A well develop and systematic organization with highly competent, dedicated and people, goal oriented personnel equipped with all facilities/equipment’s needed in the delivery of the comprehensive and integrated services to the under privilege in partnership with other stockholders to attain quality life.

A department committed to provide welfare programs and services ti the socially and economically needy individuals, families, groups and communities through efficient, appropriate and timely intervention.
